The article is devoted to the analysis of investment performance indicators of the development of agricultural enterprises in a market environment. It is known that in the conditions of constant dynamic changes in the market environment and tough competition, the efficiency of economic activity of agricultural enterprises is directly dependent on the level of their investment support. Investment support is an incentive for the spread of innovation, contributes to the growth of production and scaling up activities, stimulates economic and social development.
It was established that the investment support of the agricultural sector is a necessary condition for its development in a market environment, characterized by a shortage of financial resources. At the same time, the existing mechanism of financing the agrarian industry requires a constant analysis of the dynamics and effective regulation of the accumulation of investment funds.
The article presents the dynamics of capital investments in the agricultural sector by sources of financing (household funds for housing, foreign investors, loans from banking institutions and other loans, local budget funds, state budget funds and other sources of financing). The efficiency of budget financing of the development of the agricultural sector at 1 UAH of budget support was investigated and the growth rates of gross agricultural output were analyzed.
It was determined that the goal of increasing the efficiency of budget financing for the development of the agricultural sector is to increase the volume of gross output at 1 UAH of budget support for the agricultural sector. A prerequisite for the growth of efficiency is an excess of the growth rates of agricultural, forestry and fishery production over the growth rates of budget support for the agricultural sector development.
The comparative analysis of the indices of the volume of production in agriculture, forestry and fisheries and the indices of the volume of budget support was carried out. The regression equation was formed taking into account the studying the relationship between the size of capital investments in the agricultural sector and the volumes of agricultural, forestry and fishery production.
It was proved that the mechanism for financial regulation of the agricultural sector, which provides for a combination of domestic sources of financing and available resources of financial institutions in the conditions of the proper government support for the development of financial and credit infrastructure is a prerequisite for the formation of financial basis for the functioning of the agricultural sector in the future.

The article studies how the knowledge economy is one of the sectors playing a decisive role in the functioning of the economic system.

It is shown that, at the moment, scientists are not unanimous in their definition of  “the knowledge economy” and “the innovative economy”. So, L. Mindey and L. Pipia define them as synonyms. I. Kondaurov and O. Khasnutdinova point out that the knowledge economy should be considered systematically and comprehensively in the broadest sense. In this case, it acts as: an innovative economy; post-industrial economy; information economy; global network economy. At the same time, they emphasize that the theoretical premise of the knowledge economy in an historical context is the idea of ​​innovation, and accordingly, an innovative economy.

It is demonstrated that effective development of the knowledge economy takes place on the condition of interpreting three relatively independent spheres of social activity: 1) education and training; 2) R & D and innovations; 3) information and communication technologies. At the same time, the key factor in production is intellectual capital, intangible assets, information and communication. It is sufficiently important to provide the necessary conditions for the development of a knowledge-based economy.

Further exploration shows that today, one of the key tasks facing the majority of nation states is developing their creative industries in order to strengthen their competitive advantage in the global market.

The most significant contribution to the development of the theory of the creative class was introduced by sociologist R. Florida, who divides it into two subclasses – the super-creative core and creative specialists. To “suprareative nucleus”, he has assigned professions in the following areas: programming and mathematics; Architecture and engineering; natural and social sciences; education and science; education and library affairs; art; design; entertainment; sport; and the media. The subclass of “creative specialists” includes: managers; Professions in business and finance; health care professionals; high-tech production specialists; executive positions related to sales, etc. Investigations reveal that the main qualities inherent in the creative class are: youth, high productivity, independence, entrepreneurship, and a high level of education.

Intellectual capital in the system of scientific and educational providing of the agrarian economy

Further socio-economic development of Ukraine depends on the systemic ability to meet the requirements of the information and industrial society. The agrarian sector is characterized by the unhindered formation of a system of coordinated interaction of commodity producers, the state, scientific organizations in the creation of innovations, and, accordingly, is sensitive to the formation and development of intellectual capital.
Given that fundamental research is a theoretical and methodological basis of applied, combined with their long-term and often commercial nature, it has been proven that they should be the subject of public administration and financial support.
It is established that the disclosure of the essence of scientific activity through intellectual creative activity in conjunction with scientific, pedagogical, scientific and technical and scientific and organizational is justified as it allows to direct research to reveal the peculiarities of intellectual creative activity and to determine the main directions of its implementation. The scientific activity is structured, based on certain requirements.
It is proved that the public model of innovation development can be formed only on condition of unity of interests of the state and business structures; employers and employees.
An important constructive link in the system of three main components of the innovative development of the agrarian sector of the economy of Ukraine – “agrarian science-agrarian education-agro-industrial production” – identified the innovative development of agrarian education and university science, which substantiates the main directions of their reform. Overcoming obstacles to the innovative development of Ukrainian society can be ensured through scientific and educational breakthroughs. It is established that a key prerequisite for strengthening the innovation of Ukrainian society is the creation by the state of conditions and opportunities for raising the level of education of the population.

Business social responsibility in Ukraine

In modern conditions the economic development of Ukraine is faced with an actual problem of business social responsibility. The concept of social responsibility though is raised in the business environment, but still has a chaotic, fragmentary and selective character. The development of the corporate social responsibility is still, unfortunately, very slow.
The concept of social responsibility consists of businesses additional commitments which the enterprises voluntarily take producing goods and services of high quality.  [3, p 216-217]. We believe that the social responsibility of business involves meeting the economic, legal, environmental and social needs. Note that the higher the level of society’s development, the more demanding the evaluation of the business social responsibility criteria is.
We believe that the strategic goal of socially responsible businesses should be primarily social investment programs for their own employees. It should provide educational programs and retraining, and the stability of wages, safety, organization of additional medical and social security workers, assistance in some critical situations.
A special feature of the social responsibility of domestic enterprises is a range of stakeholders (owners and employees of these companies) and other members of the business environment enterprises (customers, suppliers, non-profit organizations, local governments) which are not actually the subject to its social interests.
Thus, the social responsibility of business in Ukraine has not received proper distribution and has a number of peculiarities. There is a strong necessity in motivation in the field of business socially responsibility.  It is advisable to develop cooperation of businesses with the important area of social work as a professional education. This will increase the efficiency of educational services, and business revitalization process of socialization will provide a number of benefits for our country in the social, environmental and economic spheres.

Проаналізовано ціни основних видів сільськогосподарської продукції на світовому та регіональному ринках. Визначено напрями вдосконалення аграрного ринку.
