The article highlights the project of seed production in the main area of grain production – the southern region, improving the agricultural education system, in particular in the training of specialists in “Seed Production”, which consists of research and development and their direction to create and implement new competitive technologies for seed production, grain crops and the introduction of the most effective innovative methods of teaching disciplines “Breeding and Seed Production”, “Seed Science” on the basis of the Mykolaiv National Agrarian University (MNAU).

The authors analyze the need to create and operate a Center for the production of basic and certified seeds of new varieties of basic cereals in natural and artificial moisture in southern Ukraine with the participation of research institutions of the National Academy of Agrarian Sciences of Ukraine, industrial enterprises of Ukraine, members of Consortium (TRPC) “Southern”, the Southern Interregional Research Center of NAAS and providing quality seeds to agricultural producers. Such integration of science, education and production will help improve the quality of education in the training of specialists in “Seed Production” in “Agronomy”, provide producers with high quality seeds of new varieties recommended for distribution in the Southern region and provide them with scientific and practical recommendations on new seed technologies. To implement the MNAU project, stable conditions have been created for growing cereal seeds and a scientific base for studying the adaptive characteristics of promising varieties for irrigated lands, 400 hectares of modern irrigation using the latest Zimmatic sprinklers. Since 2014, more than 200 varieties of grain crops of all breeding centers of Ukraine and foreign originators have been tested, the results of which can be found annually at the International and All-Ukrainian Field Days and in the Variety Catalog. Preparatory work on the purchase and commissioning of a mobile universal cleaning machine SSC 60/10 based on Petcus P-12 for pre-sowing preparation of cereal seeds.

It is determined that tax revenues to the budget for the years of project implementation with a total value of 12668.7 thousand UAH. will amount to UAH 3,958.5 thousand. UAH, return on investment 144.32%, and the payback period is 2.6 years. Thus, a comprehensive analysis of world developments and own research on the analysis of seed production in the southern region, establishing the impact of varietal characteristics under irrigation on grain productivity and yield of conditioned seeds of winter wheat, winter barley and spring barley in recent years, taking into account weather and climatic conditions identify correlations between the main factors and build economic and mathematical models, identify the most potentially high-yielding and adapted to arid conditions of the Southern Steppe of Ukraine varieties, develop seed production technology for each studied variety that will ensure high competitiveness and food security of Ukraine in the international market.

The article substantiates the expediency of irrigation development in the South of Ukraine as an important condition for the formation of a favorable innovation and investment environment in the region. It is proved that the development of irrigation in Mykolaiv region requires a systematic approach with mandatory scientific support on the terms of public-private partnership. The economic and budgetary efficiency of the project for the creation of an innovative landfill for sprinkler farming using Smart-technologies has been determined. It is proved that the implementation of the project for 2021-2023 will increase revenues to the state budget and get budget efficiency at 22%.

The analysis of the influence of the skew and deflection of the shaft, which rotates with high frequency, on the force factors for some gear joints is carried out. It has been established that the values of the dynamic factors do not exceed 1.05-1.15, and the dynamic components of these force factors can reach 30-50% of the values of the level of their static components.

Modern state of the economy requires the creation of a new system of innovative development of the agricultural sector “agricultural education-agricultural science-agricultural production” and deepening cooperation between the central and local executive authorities in addressing issues of functioning and development of agricultural education and science. Today there is the problem of training of highly-qualified workers and specialists with higher education and the implementation of domestic scientific development in agriculture. The functioning of the agrarian education and science does not fully conform to the social and economic needs of society, the level of development of production and food security.

One way to solve this problem, in terms of a one higher education institution, is the creation of “Educational-scientific-production pig complex of Mykolayiv national agrarian University” located on the territory of the Komsomolska village council of Mykolayiv region.

The purpose of the article – present the structure of pig complex and reasonable usefulness of its organization and construction for implementing the concept of “agricultural education-agricultural science-agricultural production”.

The aim of the project is the creation of the center of pig production based on the latest national and international developments in the technology of reference of the pig industry, able to ensure the implementation of the three components: training (to consolidate the theoretical knowledge of students, the acquisition of practical skills of performing the various processes and operations, training of technology experts of production of livestock products, providing advisory services); scientific (base for research in the fields of breeding and selection of animals, the technology of production of animal production, genetics, testing the latest technologies and development of recommendations for the production); production (providing the population of the Mykolayiv region and other regions with high quality and environmentally friendly pork of own production; production of high-quality breeding resources for farms of the region and country).

The presented project will be implemented through the use of modern specialized breeds and types of pigs meat productivity in the background of balanced feeding rations of own production. Full mechanization and automation of production processes will allow to minimize the impact of human factors on the result of production and to optimize the structure of production costs.

Given the need for highly qualified personnel in special animal science and production technology and processing of livestock products in the southern region of Ukraine, and the lack of similar educational-scientific-industrial pig farms, it’s time to organize complex on the basis of the Mykolayiv NAU for the draft, which will give the opportunity to improve the effectiveness of training specialist-farmers in the framework of the innovative development of the agricultural sector. Summing up the scientific opinions on the essence of the researched term, we believe that economic potential is a combination of natural conditions and resources, opportunities, reserves, values ​​and competencies which can be used to achieve certain goals. In the borders of research it was established that fact in the scientific literature the concept of economic potential of rural areas has been considered. We believe that this concept can be seen in three aspects. At first, it is the resources that characterize the area, in order to meet social needs of people; At second, it is the ability of certain rural areas (as a system) to ensure its continuous operation, or the ability of business entities (taking into account climatic and cultural features, using available resources and opportunities in rural areas) to ensure long-term operation and achieve strategic goals. Thirdly, it is the possibility of expanding economic activity in the area and improving its accomplishment by using existing (or involving) recourses. Governmental regulation, economic and technical basis of fish keeping complex’s development

The article examines the components of the current situation of Ukrainian fishery industry, its place in the national economy in the sphere of food security. The attention is paid to the role of state regulation of the fishing industry, which provides the laws and regulations for its functioning in the market economy. State regulation in market conditions should be carried out through a system of tariffs, tax, securities, loans, grants, state guarantees to make effective use of fishery water bodies. From the point of view of Ukrainian fishing fleet development, the loss of its capacity in the period 1991 – 2014 was emphasized. The complexity of its recovery was projected. The research results suggest an insufficient consumption of fish and fish products by the population of the state in comparison with rational nutritional standards; filling the domestic market by imported products of dubious quality; the disappearance of a significant number of water bodies; necessity to improve the use of inland water resources. Rational use of inland waters should be based on the experience of the world’s advanced technologies of fish production and management industry. At the same time, it is necessary to develop ecological measures to improve the conditions of the inland waters. In order to ensure food security at the national level it is expected to increase fish production volumes in the priority areas of fisheries due to changes in patterns of interaction between state institutions and business organizations. It gives an opportunity to implement the following components: the governmental stimulation of the fish industry development; balance of economic, legal, technological and environmental criteria reference of fish keeping complex; synergy of science and practice: the subordination of research and development problems with practical principles and objectives of fish production.

Анотація
У статті представлено проект створення конкурентоспроможного підприємства з виробництва свинини та бази для проведення наукової та навчальної діяльності студентів та викладачів в умовах Навчально-науково-практичного центру Миколаївського НАУ. Обладнання приміщень для виробництва свинини планується шляхом перепрофілювання існуючих будівель з найраціональнішим використанням виробничих площ. З урахованням обсягу необхідних витрат на підготовчий та основний періоди та кількості запланованих грошових надходжень строк окупності даного проекту буде становити 5 років.
