We examined the issue of the population aging, socio-economic status and some indicators of the quality of life of seniors in Ukraine, and therewith we considered the specific display of the main demoeconomic and social aging consequences in our country, as well as the compliance of socio-economic system in Ukraine with the needs of the aging population.

Labor resources as a part of export potential of agricultural enterprise

The elements of the export potential of the agricultural enterprise are particularly considered. One of the elements of the export potential of agricultural enterprises is labor potential. The components of the labor potential of society are the labor resources employed in the production of goods and services, households, training, military service, able-bodied pensioners and teens. Labor resources of the country are characterized by the potential mass of live labor that the state owns. Unlike labor potential, labor resources include those who are not only the bearer of labor, able to work, but also implements this ability in social production in accordance with current legislation within certain age limits.
Employment is one of the most important characteristics of labor potential use. The main problem of employment as a social and economic process is the formation of its rational structure, that is, first of all, rational proportions of employment, which would ensure the most effective development of all parts of the national economy in the optimal proportions for this stage of market transformations.
In addition we consider it is expedient to include social and cultural potential in formation of export potential. It is fair to assert that the socially-integrated society of such workers in a particular country creates its great human capital and affects competitiveness. In general, in our opinion, the development of export potential is the structural basis of the economic development model of agricultural enterprises.
Summarizing the results of the conducted researches allowed to distinguish two main directions of export potential development. For most enterprises of the agrarian sector of the economy during the period of fierce competition, foreign economic relations occupy a significant place in economic activity and are one of the significant impact factors on the structure and efficiency of development. Development of export potential is particular important as a supporting factor of the industry, the source of currency inflows and ensuring the country’s economic security.
Definition and characteristic of labor resources as a component of the export potential of an agricultural enterprise, is aimed at increasing export volumes in value terms and reducing its costs.

Features institutional support of the regional labor market

The article highlights the main features of the institutional security of the regional labor market. The reasons for the reduction of employment in national agriculture were found out. It was discovered that those reasons are far from the current world-economic tendencies, where the most important factor of change is the intensification of agrarian production and the implementation of the achievements of NTP. In Ukraine, the main impetus for job cuts is the elimination or suspension of agrarian enterprises.
The factors influencing the development of the regional labor market were revealed. It has also been found that the size of wages, which cannot meet the basic needs of worker and his family, is not attractive to young people. Therefore, the aging of labor resources in the agrarian sector is completely natural. The ratio characterizing the educational level of labor resources is also unfavorable. In the period of global economic changes in the agrarian sector of the economy, people with higher and secondary vocational education were the most professionally mobile, moving from the sphere of agriculture to the other areas. Such a high ability to change work in these groups of labor resources is based on multilateral knowledge and skills which were acquired during the learning process, as well as a rapid response to changes in the economic system. This process has led to the fact that the educational level of agrarian workers is currently rather weak. The elements that restrain the processes of functioning of the labor market were highlighted. The necessity of formation of effective institutional security fir the further formation of the regional labor market is considered. Fundamental institutional transformations have the main goal of changing the formal and informal conditions of economic activity, as well as creating effective incentives for entrepreneurial and labor activity of the rural population in order to modify the content of organizational and economic relations, create a new system of forms of ownership and on this basis to transform the existing forms of management. Improvement of formal and informal institutions in its turn requires a significant amount of time, especially in case of conservatism which is related to changing people’s consciousness. Thus, in the context of radical institutional transformations, the problem of adaptation of agrarian enterprises to market conditions of management is relevant. The necessary steps are being taken to intensify this process in the region.
