The agrarian sector’s innovative system is an effective tool for its economic development based on knowledge and innovation.
Knowledge, creating the basis for innovations (new products, production technology) and formation of skilled labor, become the most important source of innovative development and competitiveness of enterprises and the industry as a whole. Competitive advantages are the speed of obtaining new knowledge and their implementation in products and technologies. Therefore, the integration, creation of new organizational and financial forms and improvement of the quality of manpower begin to play an important role.
The innovation system is capable of effective dissemination of knowledge and information. Science ceases to be an autonomously functioning sphere, and it is embedded in the system of production and diffusion of knowledge. It becomes a part of comprehensive system that can help to acquire knowledge and quickly transform it into new technologies, products and services that find their real consumers in the national or global markets.
However, the creation of innovative agricultural sector system is still on the stage of formation . Thus, there is no integrity, its elements operate chaotically and they lack mechanism that can effectively use the ideas.
At the moment it is necessary to move to the policy of comprehensive support of innovative processes by the state, to create especially favorable financial, economic and legal conditions for the formation of knowledge economy in the agricultural sector.
The organization of exhibitions, displays, conferences and fairs encourage the dissemination of knowledge innovations among a wide range of economic entities in the agrarian sector. At present , great attention is paid to the virtual resources such as Virtual Agrotechpark that can promote the innovations technologies, methods and equipment and encourage the interaction of partners.

Implementation of electronic public procurement in Ukraine and prospects for their development

In the conditions of the continuous development of electronic systems, the reform of the public procurement institute is effective, since its state in Ukraine has always been characterized by significant corruption, imperfect regulatory environment, etc. Fighting corruption is one of the top priorities of Ukraine’s state policy. That is why one of the ways to solve this problem is to introduce an e-procurement system.
The effectiveness of the public procurement in the Internet directly depends on the information and communication infrastructure. The tendency of penetration of the Internet and mobile communication in all spheres of human life positively influences the development of electronic systems. Electronic purchases are a new “electronically performed” type of trading and include all stages, from the definition of the list of goods and services required, their approval, to the establishment of entities that may be potential suppliers, the approval of contracts.
In Ukraine, the development of electronic public procurement did not have a single development strategy for a very long time; there were no electronic resources that could provide a complete procurement process.
The decisive step towards improving public e-procurement was the adoption of the Law of Ukraine “On Public Procurement”, which came into force on August 1, 2016. This Law provides cost restrictions for the purchase of goods, works (services) and states that foreign and domestic purchasers have equal rights. Customers should independently disclose purchasing information on a web portal.
The main system of electronic public procurement is the ProZorro system. In addition to it, such e-trading platforms as “PublicPurchase.Online” (“Derzhzakupivli. Online”), “Zakupki.prom.ua”, “E-tender.ua”, “Smarttender.biz” are popular. This system is developed by volunteers and IT business structures with the participation of experts from Georgia. ProZorro system consists of one database, and access to it is possible from 6 e-trading platforms. They receive their income from the fees paid by the tenderers for placing the tender.
The main goals of such innovations are greater transparency of electronic procurement compared to ordinary ones; prevention of corruption; objective evaluation of all procurement participants; use of electronic form of documents.
Modernization of electronic public procurement system will help: to improve competition between the participants; to increase the position of Ukraine at the world level through the implementation of international obligations; to provide more proportional ratio of the value and quality of the goods.

Social activity of agrarian enterprises as a basis for the prosperity of modern village

The main components of “agrarian enterprises’ social activity” concept are investigated: objects, directions of realization and main expenses of activity. The author’s vision as for defining the concept of “national activity of industrial enterprises” is proposed. The purpose, classification and directions of realization of social activity are determined. Classification attributes (degree of state regulation, social responsibility of activities) and classification of expenses of social activity are supplemented. The range of incomes and expenditures of social activity of an agrarian enterprise is determined. The main results of the conducted sociological research on social activity of agrarian enterprises of Mykolaiv region are outlined. It has been determined that only 10% of surveyed enterprises have a plan on social development, and an internal report of social activity have only in 7% of surveyed enterprises. This confirms the need to study and develop directions of management, recording and analyzing the results of social activities. It was suggested that special features of agrarian enterprises’managment contribute the financial support of social sphere and according to the interests of area where they are located and taking into account the labor and personnel potential. According to the main directions of implementation, a direct connection of the social activities of agrarian enterprises with the well-being of the area in which the enterprise operates is proved. The directions of activity of the Regional center of social leisure are offered (school of development for preschool children, creative workshops, organization of excursions, involvement of children in public, charitable and volunteer activities, organization of contests, seminars, online projects, trainings for school-age children, educational activities of applicants to HEIs and for scientific-pedagogical workers of Mykolaiv universities and others). Throughout the activities of the Regional center of Social Leisure, the purpose of youth socializing tin the regions is clearly observed in order to form the emotional intelligence, social consciousness and personality.
